can't figure the pumps out 200

Hi again,my fuel pumps act weird. If i turn the key to start the engine,it won't start(new intank pump).The pumps wont even sound as I turn key to off from the start position.

To get pumps to sound, I jump power from a fuse to fuel pump fuse in fuse box,for a split second and than stop the jump. Turn key to start,the engine starts,and the pumps run fine.

What is this telling me?, relay?,ignition switch? It has me stumped or should I say pumped. THANKS..
