brake judders on '93 240 wagon -- ABS sensors??? 200 1993

Our 93 240 wagon's brakes do a weird jerk and judder when we come to a soft stop. Mechanic has said that it's the ABS sensors getting confused, which is common in this model. He says it poses no safety risk. He recently took sensors apart and cleaned them, but it didn't help at all. At best, it's a startling thing to encounter at every stop sign. At worst, I'm afraid it might indicate something more serious. Anyone experience this and know what it's about? Many thanks.
