Where has all the fuel gone? 700 1991

I can hear the injectors 'clicking' by means of a stethoscope.

No fuel is reaching the cylinders. The plugs are as dry as a bone. I installed another FPR since I had a new one laying on the bench. Fuel is gushing out of the rail side of the FPR.

This rules out the FPR, pump, and pump relay. In my mind it seems as if there is not enough pressure to open the injectors to allow them to fire fuel into the cylinder. I have not a single clue as to what controls that function. Does anyone else have an idea?

I really need this car back on the road. Thanks for the help!
