need advice-240ti rough idle 200 1984

240ti cranks 8-10 times runs smoothly for 20 seconds then runs roughly, classic vacuum leak symptoms. vacuum/boost guage a tad over 9 o'clock and fluctuates with idle. we have checked all hoses, replaced intake manifold gasket, checked iac motor, checked compression (120, 120, 120, 110), adjusted air intake plate, cleaned throttle body, checked spark, o2 sensor, adjusted frequency valve, timing ok, new plugs, wires, distributor cap@rotor. is this possibly a fuel pressure probem at idle? car runs smoothly at higher revolutions and gas mileage is good (at least 22 highway) though the motor lacks power, boosting up with no oomph! suggestions anyone?
