No Turn Signals

Well, to make a long story short, after taking my seats and carpet out to clean my car, and putting them back in, the turn signals do not work at all. There is no clicking sound coming from the relay, and I have checked the fuses. The lights itself are not flashing. I have checked the relay and fuse, and they both are ok (i switched relays). What else could cause this problem? Am I going to have to get out the ol' test light?
