1989 760 GLE will not start after replacing ECU B280F Engine

Hello all.
I recently installed a reconditioned ECU into my volvo. The car ran with the old ECU in it, just very poorly. So I pulled the main engine fuse, disconnected the battery, installed the new ecu and reconnected everything. crank crank crank, no start.
I go thru the same procedure and reinstall the old ecu(at least it ran the car) crank crank crank, no start.
I run a voltage test on the main fuel pump, check spark on cylinder 1 and 5, crack a fuel line open at the injector manifold and put my hands on the fuel pump relay. All checks fine. Engine cranks, but no start.
Any help out there?
