Curious

Hi,
what is a "constant idle speed device" Where is it located? How can this device cause surging? The car has new wiring in engine compartment. Also the O/D does not work, was disconnected by mechanic and I wish to have it in operating condition again. Can anyone tell me where the relay and solenoid are located on a 1982 244 Gl automatic trans. Thanks for all of the help...again Alyn
