Gas milage on a '96 960 wagon 900 1996

Of course city driving has different definitions, depending on where you live, but in my city driving (real city, stop and go, 35 mph max for about 15/20 seconds and a trip of less than 20 minutes, depending on traffic) I get about 13 mph and 26 on steady interstate driving over several hours (greater than 5 hours). The 92 960 I owned wasn't much different. If I though for a minute that changing my driving style would yield me 21 mph in the city, you'd witness a transformed man.

Quite honestly, I doubt the claim of 21 mph in the city and I would be eternally grateful for 16 pmg in real city driving...! This is not a car that sips gas (ala Morris Minor) by any stretch of the imagination.
