all head light not working please help ... detail... 200

I have a 1987 volvo 240gl... couple week ago the head light start working only on light high beam and not low beam...

today the both head light is not working....

I check the fues it look ok.... it is the fues number 3...

please help.. with detail what else should I be checking \

possible all both head light burn out at the same time ?
