Car won't shut off 200 1979

My dad has my 79 GT for the time being. Hes 12 hours away. I've dropped in a turbo engine with programable ems etc but don't let that scare you.

When he turns the key off, the car won't turn off. Its not not dieseling, its just not shutting off. He has to keep stalling it to turn it off.

Any quick idea's? Hes up North and I don't want him outside freezing trying to figure it out. A few pointers would be great
