965 brake light modification question 900

Yesterday I installed a new right tail light on my 94 965. I picked up the "new" light at a junk yard from a 91 945. My old lens had the upper red light blanked on the inside so you can't install a bulb. The 91 lights had a space for a bulb. This top space is used for the fog light. But since the fog light is only supposed to be on the driver's side Volvo leaves this empty on the right side.
The bottom light is used for both the parking light and the brake light. I switched the brake light wire with the fog light wire on both sides. The bottom is not the parking light and the fog light on both sides. The top red lens is now the brake on both sides.
I liked this modification because it makes the brake lights more noticeable, especially to tall SUVs. The brightness is the same as before, but instead of seeing the bottom light get brighter at night when you press the brake, the top lights turns on plus the center light.
I rarely use my fog lights in southern California, but when I do I now have brighter taillights instead of a separate bulb on one side. I know someone that got pulled over for having a light out when he using his fog light. He had to explain to the officer what a rear fog light is. The officer was just using it as an excuse for a DUI check.
Does anybody see any problem with this modification? Is it illegal to have 2 fog lights?
