Can't get rid of heat shield rattle 700

I am going nuts trying to eliminate a rattling heat shield on my 745 turbo. The bolts are tight, I have new engine mounts, and have tried stuck various thicknesses of steel bar as shims in quite a few places to make the thing tight.
They vibrate upon acceleration at about 1800-2300 rpm, cold or hot. I have also tie wrapped sections of gas line at various points on the trans lines where they might touch any metal so I know it's not them. I live in California, so the shields are necessary to pass the visual part of the smog check. Right now I'm thinking they come off, then go back on only to pass the test in nine months. Unless anyone has some idea I haven't thought of.
