How does the heater valve work? 900 1993

I am thinking of adapting the heater coolant valve to another application, so I'd like to get some idea first.

Does vacuum cause the valve to close so no coolant flows through the heater core, and no vacuum opens the valve?

Is the valve a binary thing, so it is either fully open or fully closed?
