1970 164 140-160

I didn't think any 164s had 3-speed. It isn't mentioned in any of the manuals
I have. (unless it is automatic) Are you sure it isn't 4-speed?
Like Matt said, FI would give you some more power.
I have a FI head on mine and an IPD street performance cam (sorry, no longer
available but if you have a good core, Isky can grind you one under their
number VV71) and am using a pair of HIF6 carbs. Runs pretty good, and a LOT
easier (and cheaper) than installing FI on a car that didn't come with it.

For FI you gotta change gas tank, cylinder head, fuel pump, gas lines plus you
gotta get the whole FI system and hook up a LOT of wiring. Like Matt says,
it would be easier to start with a car that already had FI or maybe transplant
ALL the stuff out of a donor car but it would be a lot of stuff.

If your tranny is 4 speed you could convert it to floor shift pretty easy.

There are also 4 speed + overdrive trannies available now and then.
They are called M410. Be sure and get one off a 164 because they were also
used on a few P1800s and those had a bellhousing with a smaller bolt circle
that won't work on a 6 cylinder engine.
