TEMP GAGE INOP 900 1992

Temperature gage in instrument cluster reads nothing. Car has 165K miles. Installed new coolant temp sensor, same result. No codes are present during normal operation. Code 1-2-3(temp. sensor signal fault) is read when engine is started with temp sensor is diconnected (does this indicate that the wiring is good). The code can also be cleared. Not sure where to go from here. Thank You for any help regarding this matter.
