240 Wagon Still Won't Start 200

I posted a message a couple of weeks ago about this but I can't seem to find it. Just wanted to share the update. Things that have been done: timing belt, spark plugs, rotor/cap/wires, checked for spark (good), accomplished ECU checks, changed crank sensor, verified fuel pump operation (jumped relay)and swapped relay and changed fuel pressure regulator. I mentioned before that the starter sounded odd too, well I had it tested and it is good. In fact the engine is what sounds odd not the starter. I checked compression but I checked it cold since it doesn't run. Not to mention that it turns over really slow, especially when I had the gauge on the first cylinder. I am getting 60-90-120-60. I know what Bentley says but I want the experts opinion; yours. Is the engine shot or am I getting these readings because it is cold? There was fuel in the oil too, but the engine looks so clean; seems like a real shame if it is shot. Thanks for the input sorry for the long post.
