Brake lights on always w/ headlights 200 1983

I could use some pointers on trouble shooting this problem. My brake lights come on (right side only) when ever I turn on my headlights and or parking lights.If I put my foot on the brake w/ headlights off, the brake lights come on but so do my parking lights in the front. Also, the seat buzzer just started sounding when I put on the brakes, ( lights on or off). I had the car repainted and was told it was the printed circuits in the rear lights. I replaced them and "rolled the fuses" and all was working fine for about 3 months. I had a stereo put in the car and now the lighter does not work when the lights are on or if I put my foot on the brake ( cell phone charger light goes out). The number 6 fuse burnt out and I noticed the number 7 has heat discoloration. If I depress the vacuum switch that goes to the brake pedal the seat buzzer also sounds. The bulb failure sensor seems to bring all these together are these failure prone? Also I wondered if I should check to see if the paint shop failed to rehook up any chassie grounds.
