86 Idle Problem 200 1986

My daughter's 86 240 idles really slowly at start-up. Once it warms up, the idle speed seems fine. I grounded the blue-white wire of the test connector that's located by the front of the driver's strut tower to see what would happen, and the idle speed did not change. Bentley says the engine speed should decrease with the wire grounded? What do you think my symptoms mean?
