Long and complex oil use question...i.e. Im using 1 ltr per 150! 900

Ok those who are regulars will know my tale of woe...but ill lay it out anyway...

car : 945 Turbo, 1991, b230ft, water cooled garret, catalised...runs on mobil 1.

Bought the car, found it used 1 ltr oil per 150 miles replaced oil breather box, cleaned all the pipes replaced filler seal etc...

Still used 1 ltr per 150 miles

Had turbo replaced...old turbo was alledgedly toasted...but had issues with return line leaks (was still using 1 ltr per 150 miles)....

Had return line leaks fixed & a very slight weep from front cam seal fixed..

Car still uses 1ltr per 150 miles!

The car now has NO oil leaks externally to the engine...

The car has an EXTREMLY sooty exhaust.

The car seems to lack performance (in particular it seems to loose power at about 4000 rpm - upshift and drop the revs and the power returns...) perhaps best explained as easy to rev 0-4000 rpm, then seems reluctant to go further...

The air filter etc have all been changed, as have the leads, dizzy cap, rotor, plugs etc, and I have checked all the hoses for obstructions...did find a reducer in the mouth of the airbox - genuine volvo part reducing the flow to perhaps 2" from the 3" it would otherwise be (now removed...why oh why would it be there???)

The oil seems to be being cycled through the large tube from the flametrap body to the intake...i.e. the oil is being breathed from the breather box along this pipe, back into the intake, through the turbo, through the intercooler and back through the engine.

The intercooler has no (appreciable) oil in it.

The car doesnt smoke (that I can see!)

If the exhaust is pointed at a bucket of water no oil rings form on the surface of the water...

If you remove the link pipe from the manafold to the Flame trap body and replace with 2 guages you get -15"hg on the manafold and ambient presure at the flame trap at idle, rev the engien to 2000rpm (not under load!) and the flame trap goes slightly negative presure (gauge does a curtsey!).

SO to sumarise:-

Car has new turbo, no leaks, clean and functioning PCV, no oil comming out of the exhaust (unless its been throughly burnt first) lacks performance and uses 1 ltr oil per 150 miles...

the oil apprears to be being sucked through the PCV system and burnt totaly in the engine...basically it would appear the PCV is working too well and draging oil straight through!

at idle there is no smoke even if idled for minuetes at a time...

The cat has not been changed...could a partialy plugged cat cause this? Could the oil drain from the breather box back to the sump be blocked (if so how would you tell and how would you sort it) - does mobil 1 just evaporate?

I am open to any and all suggestions - including sell the damn thing and go buy a VW (wife.gov's desired option!)
