2-3-2 Code, smelling unburnt fuel at idle 200

As the subject says code 2-3-2 (compensating for rich or lean mixture at idle).

Can a faulty O2 sensor cause this? According to the Bentley, the O2 sensor should show a fluctuating voltage. Mine is rock steady.

Recently the car wouldn't hardly idle, I made some adjustments to the throttle postition sensor and that seemed to help.

I don't seem to have any vacuum leaks. Just put a new hose from the amm to the throttle body.

Could a clogged air filter (I should check) foul up the mixture? (I think this is an obvious question).

Thanks in advance for any and all advice...help...opinions.
