Fuel injection 1800 1973

I have a 73 P1800ES and the #1 cylinder is not injecting. I have swapped injectors, and they are all good. I have checked the continuity to ground on the ground wire and its good. I have checked the continuity of the wire that goes back to the control module and its good. I tried to check for an elecrical pulse out of the control module but my voltmeter doesnt show anything on any cylinder so I guess my voltmeter isnt sensitive enough. I guess I should suspect the control module but I hate to purchase another to find out it wasn the problem. Is there a way to check the control module?
