Just passed the Ontario Clean Air test. High NOx. Now what? 700 1990

Here in Ontario our cars have to undergo a clean air test every 2 years. My 1990 740 16 valve just barely passed. NOx was 771 ppm. The limit is 777 ppm. CO was very low compared to the limit at 0.07% compared to a limit of 0.38%. Hydrocarbons were 53 ppm against a limit of 69 ppm. This was at 2800 rpm for the 40 km/hr test. Idle figures very well within spec. I am not sure why 2800 rpm at 40 km/hr. That would be 2nd gear! Oh, the car has 336,000 km on it. Bought it at 315,000 km and did normal maintenance on it. New plugs, belts, air (K&R), oil and fuel filter, new idle control valve, cleaned the throttle body (without taking it off though). The breather hoses are clear. Car drives well.

Since there is no adjustment for fuel mixture or spark advance and my OBD is showing no codes, I am looking for ideas of where to look. The first thing that came to mind is that I am due for a new cat but wouldn't a bad cat give high CO numbers as well? High NOx could be caused by a lean mixture or too much advance, I am told.

When I get a chance, I will remove the throttle body and make sure all is clean.

So, any words of wisdom? If it is the cat, I would not be too upset because in 2 years if I fail the clean air test and I have to replace the cat, I might as well replace the ageing exhaust system too with a nice after market setup. Heh, heh.
