Mysterious Heater Hose?

As part of replacing my engine wiring harness, I'm planning on replacing the heater hoses. I did some "recon" work this weekend to see what I'll have to do and I noticed that one of my heater hoses is actually two coupled together. Is this normal?

It's the hose that runs from the back of the water pump, around behind the engine, and then into the firewall on the driver's side of the engine. There is a red hose from the pump to behind then engine, and then there's a black S-shaped hose clamped onto it that goes into the firewall.

I was anticipating replacing both... are they two separate parts? or has my car been subjected to some "creative engineering" and I need to just order the one part?
