Oh - the problems only seem to be mounting! 200 1981

After killing off some wasps that decided to start building nests behind the front right turn signal housing and the passenger side door, I noticed that there was no locating hole for the right side headlight surround. Further investigation proved out what I suspected, bondo and a poorly done repair sometime in the past.

This leads to my questions, of which there are several. First, it appears as though I could probably go to a pick n pull to get that valance pan that the bumper trim mounts to, as it appears to be simply bolted in place. Is that correct, or are there hidden welds that I am not seeing? Second, since the collision seems to be a right side deal, would I be best off just getting a new RF fender as well? Are there any other body pieces I need to be aware of? Third, whoever did the repair totally screwed up the electricals, as wires were just cut and put together with electrical tape. Should I get new marker harnesses from a dealer or just go pick n pull? Also, there is a relay on the passenger side fender that isn't hooked to anything, but logic tells me that Volvo didn't put one there for the fun of it. Where should this hook to?

Sorry for the long post, but the more I fix, the more I find to fix.
