I can't help you on the relay but on the other stuff...

Take a "refrigerator magnet" and stick it to various points on the front fender. If it sticks then the depth of filler (if any) would be well within acceptable norms. If the fender looks OK, passes the magnet test then I'd leave it alone. As far as the wires are concerned I'd just twist tightly, and solder with heatshrink tubing.
