'89 740 Auto Overdrive woes 700 1989

The overdrive on my '89 740 will only initially engage if I hold at 60 mph or higher. It will downsift normally, and the torque converter locks in properly. If I have to slow down for traffic(but don't have to stop completely)OD will re-engage fairly normally. If I have to come to a stop, I need to get over 60 mph again for OD to once again engage. The OD relay is new, which improved things somewhat, but the problem remains. Any ideas??
