'96 960 doesn't like to start 900 1996

My 960 has decided to be difficult and only start on the second or third try(normal weather) and on the fifth or sixth try when it is 100 degrees(normal for Las Vegas this time of the year. My Volvo mech. sez it might be the fuel pump, but since the car still runs great when it finally does start I'm dubious. The mech replaced the fuel filter and put a pressure gauge on the fuel rail and at rest the pressure was 20 to 30 lbs and dropping. He said the pressure regulator was not at fault(didn't explain why). Before I dump 500+ into replacing a fuel pump does any one have an alternative idea? The car has 96K and has been a dream until this problem arose. Also just where is the fuel pressure regulator located? Thanks in advance.
