T/S Stumble during boost: stuck wastegate? 700

Hey gang,

Does anybody know for certain if I should be able to cycle the wastegate actuator rod a little bit when the car isn't running? I never tried and I'm trying to diagnose a boost problem. The car idles and runs fine until the boost gauge crosses the line to boost. Then I get indication of boost for a few seconds and the car just starts stumbling worse and worse until I back off. I can't find any vac line or intake hose leaks and I can't move the linkage for the wastegate.

If the wastegate is stuck, has anybody ever BTDT and have a fix that doesn't involve pulling the turbo?

I would greatly appreciate all input.
