'82 245 Wagon Power Steering Question 200 1982

Hi guys. I picked up this wagon not too long ago knowing some work needs to be done. No knocking noises or shaky column but the steering itself has far too much play. Thinking of upgrading to turbo so the uncertain handling is bad news.
What could be the problem? I initially suspected that some tightening might be in order but that doesn't appear to be the case (I'm a newbie to the internals here). Since this is a major safety issue, I went to a garage to seek advise and immediately was told that the whole steering column/ rack had to be changed.
Is this true? Or have I missed out on something? Haven't had the best of experiences with garages in recent times so any feedback (or pointing in the right direction) is mundo appreciated. Thanks again.
