dash vents 200 1983

hey all, I think I was told that it was common to see the vents on the dash totally cracked for ease to remove the dash for vent motor access? what can I do to repair these vents. also, I seem to be having brake light problems quite frequently, seems they quit working, after I am stopped I pull out the fuse and replace it and they work again? any cures? one more thing,it seems my wiper want to continue running everytime I turn on the ignition key, I have replace the relay and the problem usually goes away, any other way to quit buying relays at 25.00 a pop? thanks
