What kind of power can i get from a B23ET 200

Hi all,
I am looking to put a turbocharged donk in mt '85 240, but i want to know which engine will yeild the most power for the cost, and also the rough price and availability of these engines. (Aussies please help!)
How much strenghening do the engines require to put, say, a Garrett T28 or equivalent holding over 1 bar of boost?
Any help would be tops,
