why no steering lock when front of car lifted/on stands? 200 1983

Hello,

Was replacing an (outer) tie-rod end, jackstands in position at factory jack "receptacles", these slots/structural members are in good shape on this not very rusty car.

Both front wheels off the car.

As I went about installing the tie rod end, was reminded of steering behavior that to me seems odd:

How come with key in ignition switch position "0" or key removed entirely, the steeering wheel and thus front wheels do not lock (in some "neutral" position), as would happen if the wheels were mounted and the front lowered?


Yesterday, front in the air, the steering locked once, I turned key one click to "1" to unlock, then back to "0" and steering wheel centered. From thence on, no lock, "free" steering.

This car does have power steering, steering wheel spins smoothly and with minimal effort, even without the pump pumping. Shouldn't it be relatively "hard" to steer?

Previous 83 242 w/ ps also behaved this way, is all this Volvo /240-specific behavior?

Would manual steering rack behave this way?

I swear w/other vehicles I've had, the steering WOULD still lock, front raised (making suspension repair theoretically easier?).

Thanks for any explanations (and help w/failing memory?)
