Power Steering and Cruise Control 700 1990

I have a couple of problems I need advice on...

1. My power steering has started making a grunting noise when I turn to the left at low RPMs.(at idle) In gear I am idleing at approx 550-600 rpm. If I try to turn left I get much resistance (surging feeling) and grunting..As long as I bring up RPMs to approx 1000 I do not get these problems. Does this sound like a rack or a pump. No problems exist on right hand turns. BTW-- car has 305,000 mile and both pump and rack are original.

2. Not really a problem but..Does anyone know of a good source to get the parts needed to add cruise control. I know my car is prewired, just need the parts to plug in.
