Uusally LOW gas Milage on my 740 GL stationwagon 700 1989

I have a 740 GL 1989 with about 200,000 mi.

I usually get 32 mpg city driving. A couple of months ago I noticed I get only about 20 mpg.

Engine runs smooth and I check the spark plugs and their good.
No Check Engine light, just changed the oil. New air filter.

Any Ideas on what it could be?

Thanks.

Also, does anyone know how to take tree sap off a car??
