why a hose clamp on the clutch cable? 200 1983

83 245 needs clutch cable adjustment.

Authentic Volvo metal-shrouded cable is in place, one COULD adjust knurled plastic portion fore of clutch fork to take up free play in pedal.

EXCEPT for the fact that previous owner put a small, fuel-line type hose clamp around the shrouding, again immediately fore of clutch fork, effectively limiting any more tensioning of the cable.

Should I remove this clamp and try to keep adjusting?

If the affair is clamped down in such a manner, does this mean my clutch is down to minimum?

I have an aftermarket cable from previous 83 242, it's got a nylon adjuster and seems inferior to Volvo one, but should I just put it in and see what happens?

Thanks for suggestions---
