weak rear brakes question 200

My 1979 242 sat for 2 months last winter and emerged from sleep with weak rear brakes (both sides equally weak). The brake pedal is firm and the front brakes work great. My understanding is that there are 2 porportioning valves, so it is hard for me to believe that both of them could go bad simultaneously. Any suggestions as to where I should start looking ? Master cylinder ? Thanks for any inputs.
