Air Filter Housing Isolators 900 1993

The air filter housing has 4 rubber isolators on the bottom. Are the isolators supposed to be inserted into the holes of the shelf below it? Mine aren't & they don't look like they can be inserted very easily at all. I've tried. I wanted to check in here before I really lube it up with silicon & start the swearing. The intake to the throttle body keeps it from moving around, but I really try to keep things on my Volvo perfect. Thanks
