Relining a B230FT block?

There are no cylinder liners in the B230 engines.

Don't re-ring if there is more than 0.004" taper.

Since the block has a significant ridge I am going to assume that the pistons are also worn. A new piston and ring set is about $300, give or take. You can have the block bored oversize for less $200 including hot tank and intermeidiate shaft bearings. Cylinder sleeving will cost a little $300 including hot tank and intermediate shaft bearings. If the bores are worn I will assume the much softer aluminum pistons need replacement, which makes sleeving an impractical solution. Don't forget the cost of bearings, gaskets, etc.
