Help me solve a mystery

Below you will see a URL (address) for a picture that shows the back of the cylinder head of a 700 like mine. The picture points to two mounting holes, but just below the right hand mounting hole is another one, and that is the place from which my oil leak came until I sealed it with silicone. Can anyone tell me what that hole is and how I could seal it properly? Thanks.
