Rear rotors won't come off! 200

I needed to change a rear caliper to pass inspection,so I figured let me change the rotors too.Well all the pounding with the heavy mallet would not release it.Parking brake is not engaged.What else could be holding it?Should I try loosening the parking brake cable,if so how? Maybe through the hole in the rotor?Which way with the tool,up or down.I will try again tomorrow.Hopefully it won't rain before I get home.Thanks.
