Dashboard paint 700 1989

You need vinyl spray paint! A great product to get is SEM Black Bumper Coater. You can get it in places that sell auto paint and pinting supplies. Not many paints can stick to vinyl so read carefully if you find alternatives. Try a piece of something that won't show much like the seat lumbar knob (you can unscrew it) and see how well it works.
In my experience it lasts for a few years, longer if garaged, and the paint dries very quickly.
