screeching sound after ignition 700 1992

I'm one of those people who doesn't actually know anything about my fairly new-to-me volvo ('92 740 Turbo wagon, 115k), and I don't know much about cars in general, so please bear with the stupid questions.
So, I'm assuming the 1-second terrible screeching sound that happens about half the time, right AFTER the car is turned on (usually about half a second after I let go of the key) is the starter, although the last time I had experience with a bad starter it was the first noise upon turning the key. I also have a noisy fuel pump (mechanic says it could stay 'on its way out' for awhile though), and it sometimes takes longer than it should for the car to start (about 5 seconds - not much correlation with screeching) -- is this also related to the fuel pump, or related to the starter? It does always start, though, and runs pretty well.
Question is, are all these little problems what I think they are? Are they in fact little problems? Is there anything obvious that I can do to prevent the need to spend unnecessarily big money on the car in the near future? I just got the car tuned up, new rotors, and some new hoses and stuff a couple months ago after I bought it. The problems I describe are recent.
