Turbo d'ont kick in & loud compressor 900 1992

I have recently serviced the valve body because it takes a long time for the gear to shift from 1st to 2nd when the engine is cold. Now that the gear change works excellent, a new problem crops up ... the turbo does not kick in even I rev the rpm over 4,000 or the fuel usage meter exceeding the mid-point. Pretty unusual. Any advice what is wrong or needed to be fixed.

Having changed the air con compressor Sanden the compressor noise is very loud inside the car. The noise disappears as soon as the air con is off. Any advice.
