low power up hills and lagging 200 1981

I finally got my car going, I'd like to believe that I fixed it but it was just tired cos a week and a bit after i fixed it (fuel pump relay went because of a bad fuel filter) It just fired up!
however now my problem continues. I have low power up hills, very low power and cannot really go past 3000 rpm without signifigant complaints from my car. engine idles excellent. some notes: bad exhaust (loud car right now), mechanic i took it to says it could be my fuel distributor, he said he ran pressure tests from the cold start valve and it ran at 72psi steady and rested at 35psi.

anyone had this problem and know some other things i should check? timing is off a bit *very small* but my distributor is frozen so my mechanid didnt adjust it back or something like that.
