A/C vaccum loss - how much is major/minor? 200 1989

After retrofit to R134...

New compressor oil.
New expansion valve.
New dryer.
New o-rings at all replaced parts.

I just pulled a vacuum using my Mastercool 5CFM. It seems to pull only until 25 after 1 minute, as seem on manifold guage set.

After letting it sit for 10 minutes it is down to 20.

I repeated, same small loss of vacuum.

Is this considered major or minor? Should I try a stop-leak product?
Should I pull vacuum for longer and retest?
