Evaporative Emission Control = Hard Starts??? 200 1985

Hi,
I have a 1985 245 turbo with intercooler and I'm starting to think the purge valve or the vaccum hoses are bad on my EEC system. After driving a little I smell gas from under my driver side bumper and the gas tank builds up a lot of pressure. I'm assuming that the little canister under the bumper in the charcoal canister, and that is where the smell is coming from. Could this be the cuase of my hard starts and poor acceleration?
