13 year old air bag,would it deploy?? 200 1990

I just got a '90 240 sedan and the SRS light was on.I was able to get the code(crash sensor) and that one can't be cleared at home.I called the previous owner and he said the light had been on for 7 years! It's my understanding the air bag should be replaced/serviced every ten years(the door sticker states JAN 2000).
I only paid $500 for the car and I think the service to have the air bag replaced would be more than the price of the car.
So when I was putting in my tach I just removed the SRS bulb from the instrument cluster.
Anyway,in the event of a frontal or semi-frontal crash would the air bag deploy? Or is the system disabled when the light is on?
I also want to center my steering wheel but I'm afraid to because of the air bag.
