Adjustible wiper relay 700

Looking thru old ipd newsletters (never throw anything away), I noticed an adjustible wiper delay control for the 850/70 series. Is anyone familiar with this "SMART" adjustable intermittent wiper relay? Is it still available and will it work on a 89 745T? I never have seen ipd advertize this again (Jan/Feb2000 newsletter). Although the picture shows it with ipd and 9.9 marked on it obviously ipd did not make it. Although at $68.00 it could have been custom built. Who did build it? Where should I hunt for one?
