wierd headlight interior light situation 200

Everyonce and a while my headlights/interior lights do not turn on. Except when I put my brights on, and its only every other pull back on the lever. And they only stay on if i hold the brights on. As soon as i let go all the lights go off. The relay for the brights/headlights makes a pretty loud clicking sound. I was wondering if that was normal or if it meant it was bad? Normally the problem seems to all of a sudden go away. Any and all help or suggestions would be great. Thanks...Paul
