Consequences of downshift cable being too tight?? 700

Am in the process of replacing a sick AW and have discovered that the downshift cable is too tight. Wondering if this would cause slippage or other problems. This has a long standing problem as the nuts and shaft on the cable are clean when moved from original position. By too tight I mean approximately nearly a half inch.
